the Province of Manitoba is set to review the Nutrient Management Regulation. This regulation contains a clause which affects the area and soil type where an onsite wastewater system can be constructed. Several contractors have previously reported some difficulties in dealing with this legislation.

The Manitoba Water Council, a senior independent advisory body to the Minister of Conservation and Water Stewardship, would to like to receive your feedback on the Nutrient Management Regulation 62/2008 and amendment 106/2008.

As background, Section 8 of The Water Protection Act states that:

'The Minister must, not later than five years after the date on which a regulation under section 5 comes into force, require the water council to

(a) review the effectiveness of the regulation and, in the course of that review, consult with any persons affected by the regulation that the council considers appropriate; and

(b) recommend, if it considers it advisable, that the regulation be amended or repealed.

The Minister may, in addition, require the council to undertake such a review at any other time.'

We have attached an information package which includes the regulation and a questionnaire (PDF Fillable format) where you can share your ideas and concerns about the Regulation with us. You can submit the completed questionnaire and any other comments by email to or to the following address:
